Fukuoka should be proud of the fact that the have
a bicycle parking prob -lem.Why? Because that means a lot of people
are riding bicycles instead of driving cars which pollute the air.
But now there are so many bicycles in the city, we have a terrible
parking problem. One suggestion is for the government to force the
operators of privately owned car parking lots to give up 5 to 10%
of their total space for bicycle parking. They can charge the cyclists
for this. At the same time, the authorities should become more strict
in pena-lizing illegal bicycle parking; this will "encourage" riders
to use these new spots. With many and conveniently located parking
places, cyclist wouldn't have any excuse not to pay for a properly
maintained parking spot. Nothing is free in this world, and that
includes space to park bicycles. Cyclists should be willing to pay
for a space to park, but first convenient spaces must be cre-ated,
and the owners of that space must be compensated.
